Des possibilités de participation sont offertes également aux organisations de la société civile, aux partenaires économiques et sociaux et au secteur privé des pays ACP. C'est dans ce contexte qu'à été lancé l'initiative de produire ce manuel à l'usage des acteurs non étatiques sur l'Accord de Cotonou. L'objectif du manuel est à la fois : d'informer les organisations de la société civile, les partenaires économiques et sociaux, et le secteur privé des pays ACP sur les aspects les plus importants de l'Accord de Cotonou ; de fournir des conseils pratiques et d'expliquer de quelle manière les acteurs non étatiques peuvent participer dans la coopération ACP-CE.
