The Seminar brought together a selected group of high-level experts on decentralization policies from 11 countries of Africa, Asia and Lain America, to review recent national experiences with decenralization measures and to discuss and agree on guidelines for decentralization policies which aim to strengthen the administrative and financial capacities of local authorities in the developing countries.
