La première réunion du « groupe de travail à composition non limitée sur le cadre mondial de la biodiversité pour l’après-2020 » s’est tenue à Nairobi du 27 au 30 août. Il s’agissait de la première session de discussion officielle sur le contenu du cadre post-2020, se basant notamment sur une première « maquette » de sa structure et de ses éléments, produite par les deux co-présidents du groupe de travail (l’Ougandais Francis Ogwal et le Canadien Basile van Havre) sur la base des discussions ayant eu lieu au cours de l’année. Le résultat principal de Nairobi est la production d’un non-paper (document officieux) décrivant la structure et les éléments possibles du cadre post-2020. Véritable brouillon évolutif, ce texte devra aboutir, l’été prochain, à la version qui sera mise en négociation à Kunming, en octobre 2020. Development, Forus, the TAP Network and Together 2030. These networks and initiatives have thousands of members from civil society organisations, from across the world. We have come together because we believe this review to be critical to the successful implementation of the 2030 Agenda for Sustainable Development, and cannot miss this opportunity to improve global-level follow up and review mechanisms, recognising the impact of the HLPF on regional and national implementation.
The HLPF must continue to have ‘a central role in overseeing a network of follow-up and review processes of the 2030 Agenda at the global level’ (70/299).
