The objective of the Senegal River Basin Water and Environment Management Program, which is supported by the World Bank and the UNDP through a GEF funding, is to build the capacity of the OMVS and national structures to enable them to solve the trans-border issues arising out of the Management of Water and Environment. The Programm has five constituens, the fifth of which deals with community participation, and that has been formulated and promoted by UICN. What is sought trough constituent number five is to work in such a way that the viewpoints, the interests and the priorities of the stakeholders( The Grassroots and the civil society in particular) are adequately reflected in the decisions related to the Management of the Water Environment of the Senegal River Basin. Also, through that constituent, mechanisms and conditions will be put in place that will ensure that the voices of the Grassroots are better heard and considered in the policy formulation and decision-making related to Water and Environment management of the basin.
