The framework Convention on Climate Change was concluded in 1992 and came into affect in 1994 after is ratification by fifty countries.The convention obliged the participating countries "to  formulate,implement,publish,and regulary update national...programs containing measures to mitigate climate change...(Article 4, 1 b).Countries were further obligated to adopt "national policies and take corresponding measures...by limiting (their) anthropogenic emissions of greenhouse gases and protecting and enhancing its greenhouse  gases sinks and reservoirs(Art.4,2 a).
