This papers shows that this group generally faces difficulties to attract new financing but usually needs rapid intervention from donors community to tackle a set of acute problems (restoration of peace and security, political transition, lack of capacities, resumption of economic and social development, basic utilities delivery, etc.) The international financial community has to deal with specific problems when the country involved is in arrears to international financial institutions. This may result in a financing trap, because the situation evolves slowly when external resources are scarce. The purpose of the paper is to suggest some ways of increasing the effectiveness and speed of the external assistance to those countries.
