This is noticeable not only in the way politicials or civil servants conceive its growwth and functioning, but evenin the way many yown-dwellers regard the towd. This ewplains the inasequacy of most of the ppolicies adopted in tows-planning and urban management. This defective orientation is often aggravated by a lack of consistence. First, the implementation has genegally no relation to the study. Then there is a multitude of decision-marking centers operating simultaneously, without their targets converging and with no clear distribution of roles.
