Quelques projets de grandes envergures ont ainsi été élaborés et ils devraient être réalisés sur toute l'étendue du territoire de Penang Hill. L'annonce de ce plan de développement a suscité la controverse. Des organisations de la société civile et des particuliers ont en effet jugés le projet dangereux pour l'environnement. Outre le fait que ce projet représentait une menace pour le patrimoine historique de cette localité il posait aussi des problèmes de droit en cela qu'il plaçait le bien commun entre les mains de privés.
